The European Commission has worked to address these concerns.<\/strong><\/p>\n<p>In parallel, the Commission presented EU lawmakers with a package to implement climate targets. The main objective was to introduce into the European Climate Law a binding intermediate target for 2040: a 90% reduction in net greenhouse gas emissions compared with 1990 levels.<\/p>\n<p>On 5 November, the Council reached an agreement to amend the European Climate Law (ECL), aiming to introduce a binding 2040 climate target and to postpone by one year \u2014 from 2027 to 2028 \u2014 the entry into force of ETS2. <strong>\u00abPostponing by only one year may not be sufficient, but this was the maximum compromise the European Commission and the majority of Member States were able to reach.<\/strong> The incentive to start early stems from the large volume of funds that this carbon pricing mechanism will generate\u00bb Confetra added.<\/p>\n<p><strong>On 13 November, the European Parliament approved a text that largely mirrors the Council\u2019s proposal.<\/strong> Two amendments \u2014 tabled by some Polish, Italian and French MEPs from the EPP, voted by secret ballot \u2014 were rejected; they would have lowered the net target to 83% and postponed ETS2 to 2030.<br \/>\nThe Council Presidency will now begin negotiations with the European Parliament, with the aim of reaching an agreement in the first months of next year.<\/p>\n<p><strong>The deferral to 2028 avoids the excessive shock that starting ETS2 in 2027 would have caused for road transport and logistics, at a time when low-emission alternatives are neither widespread nor economically viable<\/strong>. \u00abWe would have preferred a longer extension, as proposed by some Italian MEPs, but the compromise achieved is still a step in the right direction\u00bb Confetra said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>TRIESTE &#8211; Confetra (Italian General Confederation of Transport and Logistics) welcomes the European Parliament\u2019s vote to postpone to 2028 the launch of ETS 2, the emissions trading system for buildings and road transport.<\/p>\n","protected":false},"author":2,"featured_media":35929,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"","_et_pb_old_content":"","_et_gb_content_width":"","footnotes":""},"categories":[44],"tags":[],"class_list":["post-36083","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-italy","et-has-post-format-content","et_post_format-et-post-format-standard"],"yoast_head":"\n<title>ETS deferral to 2028, Confetra welcomes EU vote -
