TRIESTE – Slovenian company 2TDK, responsible for building the new railway line between Koper and Divača, has rejected claims published by some Slovenian media outlets according to which the project costs had increased by around 20%.
In an official statement, the company described as “untrue” the reports according to which the current value of the project had reached around 1.353 billion euros.
According to 2TDK, the first investment programme approved in 2019 envisaged a cost of 1.15 billion euros, while the current estimated value of the project as it nears completion is 1.109 billion euros. The company therefore points to a reduction of 3.5%, equivalent to around 41 million euros less than the initial estimates.
It also stresses that the project would be one of the few major European rail investments not to have recorded cost increases despite the effects of the Covid-19 pandemic, the war in Ukraine, the energy crisis and international inflation.
The new railway line between Divača and the port of Koper is considered strategic for the growth of rail and container traffic at the Slovenian port and for strengthening logistics connections between the North Adriatic and Central Europe.
2TDK also recalls that it has obtained a further 112 million euros in European funding compared with what was initially planned. According to the company, these additional resources reduce the financial burden on the Slovenian state budget and confirm the efficiency of the investment’s management.
In its response to the media, the state-owned company also disputes the association between the second track project and the cost increases recorded in other Slovenian rail projects.
Finally, 2TDK stresses that the project has undergone several independent checks. In 2025 alone, three audits were reportedly carried out: one by the European Court of Auditors, one by the European agency CINEA and one review by the Slovenian Budget Supervision Office. According to the company, none of the checks found any irregularities in the project’s management or operational activities.
