TRIESTE – A legality protocol for the upgrading works on the Venice–Trieste railway line has been signed, with the aim of preventing and combating organized crime infiltration in contracts for works, services and supplies linked to the project.

The agreement was signed by the Prefectures of Venice, Treviso, Udine, Gorizia and Trieste, by Rete Ferroviaria Italiana (RFI), by the Government-appointed Extraordinary Commissioner for the project, and by the relevant sector trade unions. The protocol covers the entire line-upgrading project, a strategic infrastructure for traffic between Veneto and Friuli Venezia Giulia.

The project includes a series of measures aimed at increasing the line’s capacity and speed. The works are also intended to bring the infrastructure into line with European standards for freight corridors. Total whole-life cost is estimated at around €1.8 billion, while works currently underway amount to around €220 million, partly financed through Italy’s PNRR.
The protocol establishes structured cooperation between the Prefectures and RFI to ensure full compliance with public procurement rules, introducing additional control tools, information-sharing mechanisms and strengthened transparency procedures. Checks will cover the entire supply chain of companies involved, including any firms operating in any capacity on the delivery of the works.
