TRIESTE – An administrative dispute has opened over the tender for the Interporto Padova intermodal terminal. The consortium formed by Rail Hub Milano and Medlog Genova, linked respectively to the Contship and MSC groups, has filed an appeal with the Veneto Regional Administrative Court against the provisional award of 70% of the future terminal Newco to the grouping made up of PSA Intermodal Italy and Logtainer.
The news, reported by Il Mattino di Padova and also picked up by Corriere Veneto, comes almost five months after the publication of the tender’s final ranking, which took place on 18 December 2025.
The appeal concerns in particular the criteria used to assign the final score. The tender notice, published in May 2025, provided for up to 80 points for the technical offer and up to 20 for the economic offer, thus giving greater weight to the industrial project than to the financial aspect.
According to reconstructions by the two newspapers, the technical proposal submitted by the Rail Hub-Medlog consortium had obtained the maximum score of 80 points, compared with 75.33 awarded to PSA-Logtainer. The economic offer, however, proved decisive: the PSA-led group is said to have put 75 million euros on the table for 70% of the Newco, 15 million more than the starting price, thereby obtaining the maximum economic score. The rival consortium, by contrast, is said to have submitted a significantly lower offer.
According to Il Mattino di Padova, the appeal was filed on 30 April with a request for an expedited procedure. Before the new company, 70% owned by the winning group and 30% by Interporto Padova, can be established, it will now be necessary to await the ruling of the Regional Administrative Court.
