TRIESTE – The Sinfomar Port Community System of the port of Trieste continues its development path without waiting for the outcome of the complex process linked to the establishment of PCS Newco. Circle Group has in fact been awarded a contract worth around €700,000, with a duration of 12 months, for support, maintenance and development services for the digital platform used daily by the port community of Trieste and Monfalcone.
The award has particular significance because it comes while the procedure that was supposed to lead to the creation of the mixed public-private company PCS Newco is effectively suspended, identified as the future entity responsible for managing and developing the Port Authority’s digitalisation services. The establishment of the company has in fact come to a halt after the negative opinion issued by the Court of Auditors, which raised numerous critical issues regarding the documentation prepared by the Port System Authority. The main findings included the lack of adequate justification for the need to resort to a mixed company, the absence of a detailed business plan, doubts about the actual efficiency gains and economic savings of the operation, as well as several documentary shortcomings concerning the corporate structure and the methods for selecting the private partner.
The tender to identify the industrial partner of the future Newco had been awarded at the beginning of 2025 to the grouping formed by InfoEra, a Circle Group company, Circle itself and DataCH Technologies, for a potential value of more than €13 million over seven years.
In this context, the new annual contract makes it possible to guarantee the continuity of Sinfomar, a digital infrastructure considered strategic for the operation of the ports of Trieste and Monfalcone. The platform manages interoperability between operators in the logistics chain, integrates the main systems involved in logistics and customs processes and is used daily by thousands of users and hundreds of public and private entities.
The planned activities include user assistance, ordinary and evolutionary maintenance of the system, specialist support for maritime, rail and road traffic processes, management of integrations with external systems and the functional analyses needed for the evolution of the platform and of the Port Authority’s digital services.
